Pathways to Services Development: RECOVERY/SLE Housing Development Update

At Pathways to Services Development, we are excited to share progress on our PROGRAM/SLE (Sober Living Environment) housing projects. These initiatives are a cornerstone of our mission to empower individuals and families with the support and resources needed to achieve long-term stability and recovery.


Planning Stages and Target Locations


Our PROGRAM/SLE housing projects are in the advanced planning stages, and we are actively researching possible sites in the Fremont Tri-Cities area. These locations will provide safe, structured, and supportive environments for individuals recovering from addiction and young adults transitioning out of foster care. While we have not yet identified specific sites, we remain committed to finding suitable locations that align with our mission and compliance standards.


Compliance and Regulatory Considerations


As we develop the PROGRAM/SLE housing projects, compliance with local, state, and federal regulations is a top priority. Our team is working closely with legal and zoning experts to ensure adherence to:


California Department of Housing and Community Development (HCD) Standards: Ensuring housing units meet all safety, habitability, and accessibility requirements.


Local Zoning Laws: Securing the necessary permits for SLE operations within the selected properties.


Medi-Cal Billing Compliance: Aligning the program with CalAIM's guidelines for Medi-Cal Peer Support Services to ensure our residents have access to reimbursable support services.


Nonprofit Reporting Requirements: Maintaining transparency and accountability in our budget and operations to align with our nonprofit status.



Next Steps


Once we identify and secure potential locations, we plan to:


Conduct site inspections and feasibility studies to ensure the properties meet our program’s needs and compliance requirements.


Begin community engagement by reaching out to local stakeholders, including residents, community organizations, and local government, to ensure the project addresses community needs and gains broad support.


Finalize the program design, collaborating with peer mentors and counselors to develop a housing program structure that includes life skills workshops, emotional resilience training, and recovery support services.


Secure additional funding and partnerships from grants, local sponsors, and donors to support the development and operational costs of the PROGRAM/SLE housing.
